Create “Technological Corridors” that supply the implementation of the most progressive technologies in the field of safety and energy efficiency into the city’s economy, and in the construction, reconstruction and operation of buildings.
Improving Russian cities and the organization of city management is also difficult because they do not have “road maps”, where it is in detail in what terms, with the help of what technologies and what sequence should solve one or another problem. What sanctions will be applied for failure to fulfill certain indicators and, conversely, what rewards and rewards can be achieved by reaching them. In other words, to give a strong impulse, the formation of Russian cities lacks “technological corridors”. In a united form, technological corridors may be set in the national doctrine of cities formation. See point the first of this chapter. The power of the law will acquire technological corridors after the adoption of a set of regulatory acts – technical regulations (in the problems of energy efficiency and security) and national standards (and on other issues). The corresponding work must be carried out in the following areas: • promote the introduction of “reasonable” energy networks into the city farms – Smart Grid, allowing to supply significant energy savings and the constancy of the entire energy system at minimal costs.• ensure the creation of a comprehensive program for the formation of national information and transport (ITS), as well as its architectures containing, inter alia, the definition of the minimum necessary functionality of local (city) ITS. The implementation of this item will not only allow mitigating transport problems in our cities, but also significantly increase the safety of the road.• Create and introduce into the work “Technological Corridors” – a set of technical regulations (existing analogue – SNiP) that supply the use of such technologies and materials in the construction, reconstruction and operation of buildings, which would meet very high standards for energy – and resource saving and environmental standards. It is advisable to add technical regulations in the field of construction with voluntary national standards that include the power of the law, including increased (leading) standards for the construction and operation of buildings. Self -regulatory associations of builders, as well as social organizations in the field of housing and communal services, using the advanced foreign experience, should be attracted to the development of such documents. See section 4.3 of this report.• Create technical regulations (standards) in the field of utilization of industrial and household waste. The main purpose of such a document should be to minimize the release and application that is inextricable or not amenable to the secondary use of materials. To reduce the total of waste, it is necessary to adopt a normative act, which is aimed at the longest application of the packaging, involving this packaging in repeated revolution and processing. As a way of economic interest measures in regulatory acts, the use of the collateral value of packaging, and the cross -subsidizing system by manufacturers and customers of packaging firms involved in its disposal and secondary processing. Formulate a set of decisions on gradual displacement (minimization of application) from the production of materials that cannot be processed and cannot decompose into safe components in a rational time. With the replacement of these materials with processed and biodegrading.• At the legislative level, formalize the requirements for equipping with any technical safety tools of significant city infrastructure facilities. And in the points of accumulation of people, including indispensable equipment of such objects by video surveillance, environmental monitoring systems, video processing systems, as well as monitoring radiation and chemical infection.
