The issues of organizing production and economic activities of the contracting construction organization are most relevant in the formation of the program and drawing up a business plan. Today there are no directive indicators from above, therefore, the adoption of engineering decisions and the preparation of economic forecasts of construction production, the introduction of facilities and the development of capacities is the prerogative of leaders. The practice of developing a consolidated calendar plan of construction and installation works on the production program shows that economic indicators are not always accepted by the rational option for using resources in time and objects. This is more due to the fact that the engineering training of a construction organization is multifactorial nature. And the factors, in turn, are significantly adjusted by market relations. The proposed methodology for organizing the construction of facilities of the contractor’s production program includes the development of options for organizing construction according to criteria specified by customers, regulatory requirements of organizational and technological training related to the restriction of resources, the potential of their own material and technical base. The methodological basis of organizational solutions is the widespread use of parallel, consistent mortgage methods of organization. Only on the basis of local and consolidated schedules, cyclograms, the dynamics of loading labor resources, SMR volumes, the need for financial resources, taking into account its own working capital and lending, are accepted. The following tasks and documentation are included in the project for the organization of the construction of the contractor program:
Formation of the structure of the program according to the types of objects according to marketing, business plan, contract agreements. The volumes of SMR, the duration of the construction of facilities and the terms of their input are indicated;
Development of a structural plan for the organization of the construction of facilities of the production program (method), in which the starting complexes are allocated, the organization’s methods, types of documentation for engineering training are accepted;
Calculation and substantiation of temporary parameters;
Development of complex flows in launch facilities;
Development of consolidated calendar plans (object graphs are accepted according to PPR). In addition to the volume of SMR, plans contain other main economic indicators;
Calculation of the development of the production program;
Design of management structures;
Development of a multi -purpose network schedule, including marketing, engineering training and construction production;
All engineering calculations are accompanied by an economic assessment and summarized in a separate section. Particular attention is paid to the development of a consolidated schedule of the flow of workers. As a rule, according to the objects included in the program, the graphs have significant downs or ups of the number. Therefore, it is proposed to build a second, “mirror” graphics, which allows you to determine an additional need for labor resources. In this case, the first schedule must comply with the tasks of the production program.
