What is holding back the implementation of the All -Russian project “Accessibility and comfort of housing for Russian citizens”? Why is the development in housing construction in the Baikal region and the Siberian Federal District is inhibited? Participants in the round table, held within the borders of the VII Baikal Economic Forum, tried to answer such and similar questions. Representatives of the Ministry of Regional Development of the Russian Federation, regional associations of builders and the Federal Agency in mortgage housing lending were also involved in the discussion.
You need to build a lot, cheap and high quality
The main theme at the round table was the formation of the housing affordability market. Measures were also discussed to consolidate the population of the regions of the Far East and Siberia by creating comfortable conditions for living. In addition, during the discussion we considered the issue of experience in shared construction, its financing and possible ways to reduce risk.
During the report, Magomed Khandaev, an assistant to the plenipotentiary of the President of Russia in the SFI, indicated that the indicators when entering housing in the regions of the Siberian Federal District are taking a serious tendency to reduce:
– The specific indicator of the introduced housing per resident of the district was 0.34 sq m, and its vibrations within the boundaries of 0.28 – in Tyu and to 0.54 in Novosibirsk. If we follow the target program “Housing”, then by 2015 we are obliged to double the number of square meters per capita. And we are building, little, expensive and bad, while a lot is needed, cheap and high quality.
Economy class housing is built very little, because over the years of the crisis, state support for builders and the population has decreased, the volume of mortgage has also decreased significantly. Yes, and the scams of equity holders were not avoided.
-Due to the slow preparation of urban planning documentation, development in housing construction is noticeably inhibited. The level of ensuring such documentation in the regions of the Siberian Federal District was approximately 37-70%, ”said Magomed Khandaev.
To achieve the necessary indicators by 2015, it is necessary to increase the production of building materials in the Siberian Federal District. Cement, roofing, concrete, wall materials and many others are mainly imported from the center of Russia, was announced in the report. For 10 years, the question of building a glass manufacturing plant in the Siberian Federal District does not resolve the issue of building a factory.
– The meeting, held under the chairmanship of Vladimir Putin, ended with a decision on the order in the adoption of regional development programs in the construction industry until December 1 of this year.
